Tariffs and taxes. Import duty on AAC blocks (HS 6810.11) and ALC panels (6810.19) is 5–10% (rate depends on import category and available preferences). VAT is 12% (Uzbekistan standard rate). Customs value is determined by the transaction value method. The importer must be registered in Uzbekistan and have a taxpayer identification number (INN).
Certification. Uzbekistan has a national standardization system UZDST (Uzbek standard). AAC/ALC requires a certificate of conformity to national standards. The procedure includes: filing an application, providing quality documents (quality passport, test protocols), testing samples in an accredited Uzbek laboratory, issuing the certificate. Processing time — 2–4 weeks. Certificate valid for 1 year.
Logistics routes. Main route: sea to Chinese ports (Lianyungang/Qingdao) + rail via Kazakhstan (Dostyk border crossing) + rail to Tashkent, total 20–30 days. Alternative route: sea to Bandar Abbas (Iran) + rail/road through Iran to Uzbekistan, 25–35 days. Road transport from China (Xinjiang) via Kyrgyzstan to Tashkent is possible for urgent small batches, 7–10 days.
Market features. Currently, traditional brick and monolithic concrete are predominantly used in Uzbekistan, the AAC/ALC market is virtually undeveloped — this is the main opportunity. Tashkent, Samarkand, Andijan, Namangan — key construction markets. Local developers show interest in AAC due to construction speed and energy efficiency, but lack experience with the material. Recommendations: find a local distributor or partner, start with small demonstration batches, organize training for local builders in AAC masonry technology.
