Kyrgyzstan has been a member of the Eurasian Economic Union (EAEU) since 2015, population about 7 million. Russian has official language status in business. The country has a small but steadily growing construction market, concentrated in Bishkek and Osh.
Tariffs and taxes. As an EAEU member, Kyrgyzstan applies the union's unified customs tariff: import duty on AAC/ALC (HS 6810) is 0%. VAT is 12% (Kyrgyzstan standard rate). Customs clearance can be carried out either on Kyrgyz territory or on the territory of another EAEU member state (e.g., Kazakhstan) with subsequent movement of goods to Kyrgyzstan without repeated customs clearance.
Certification. Kyrgyzstan uses GOST standards and national standards KYRGYZSTANDART. For AAC/ALC, a declaration of conformity within the EAEU single market is sufficient — a certificate issued in Russia or Kazakhstan is valid on Kyrgyz territory. This significantly simplifies the procedure: if you already have documents for the Russian or Kazakh market, they automatically apply to Kyrgyzstan.
Logistics routes. All routes to Kyrgyzstan pass through Kazakhstan: (1) Rail container trains from China via Kazakhstan to Bishkek (Bishkek-2 station), 15–22 days; (2) Road transport from China (Xinjiang, Irkeshtam/Torugart crossings) to Bishkek, 5–7 days; (3) Delivery via Kazakh distributor from warehouse in Almaty to Bishkek by road, 2–3 days. For Osh (southern Kyrgyzstan), road transport through the Fergana Valley is more convenient.
Market features. Small but steadily growing market. Main demand — residential construction in Bishkek and commercial real estate in Osh. Local AAC production is virtually absent, material is imported mainly from Kazakhstan and Russia. Kyrgyz customers are price-sensitive, order small batches (from one 20ft container). Recommendations: most effectively cover the Kyrgyz market through a Kazakh distributor who has experience with Kyrgyz customers and knows local logistics specifics.
