AAC/ALC in Uzbekistan, Azerbaijan, Georgia and beyond: import guide

Beyond Russia, Belarus and Kazakhstan, Russian is widely used in several Central Asian and Caucasus countries, which are also potential markets for AAC/ALC. This article covers import specifics for Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan, Azerbaijan, Georgia, Armenia and Moldova.

Uzbekistan. Not an EAEU member, has its own tariff system. Import duty on AAC/ALC is about 5–10%, VAT 12%. Certification under the UZDST (Uzbek standard) system. Logistics mainly via Kazakhstan (rail) or Iran (sea + rail/road). Tashkent is the main market. Uzbekistan's construction market is growing fast, the government actively promotes affordable housing programs.

Kyrgyzstan. EAEU member, duty 0%, VAT 12%. Small market (population about 7 million), main market in Bishkek. Logistics via Kazakhstan (rail/road). Certification under GOST and national standards KYRGYZSTANDART. Tajikistan and Turkmenistan. Both non-EAEU. Tajikistan: duty 5–15%, VAT 18%, logistics via Uzbekistan or Kyrgyzstan, Dushanbe is main market. Turkmenistan: relatively closed market, strict import control, complex logistics, Ashgabat is main market, recommend working through a local agent.

Caucasus region. Azerbaijan (Baku): non-EAEU, duty 5–10%, VAT 18%, own certification system AZSTANDART, logistics via Iran or Georgia, oil wealth supports construction market. Georgia (Tbilisi): non-EAEU, free market economy, very low duties (most goods 0–5%), VAT 18%, logistics via Black Sea ports Poti/Batumi, Russian widely used, ideal hub for Caucasus entry. Armenia (Yerevan): EAEU member, duty 0%, VAT 20%, logistics via Georgia or Iran.

Moldova. Non-EAEU, has DCFTA free trade agreement with EU, import duty 0–10%, VAT 20%, logistics via Ukraine (Odessa port) or Romania (Constanta port), Chisinau is main market. Moldova has a large number of labor migrants working in Russia and EU, remittances support housing construction demand.

General recommendations for these markets. (1) For non-EAEU countries, always verify current tariffs and certification requirements — they change more often than in EAEU. (2) Work with local customs brokers who know each country's specifics. (3) For small markets (Kyrgyzstan, Tajikistan, Turkmenistan), find local distributors rather than working directly with end customers. (4) Russian remains the main business communication language in all these countries, simplifying communication.
