Core document package for customs declaration: (1) foreign trade contract with the Chinese supplier; (2) commercial invoice (Proforma + Commercial); (3) packing list with quantity, gross/net weight, volume; (4) bill of lading (B/L) for sea freight or CMR for road transport; (5) certificate of origin; (6) permissive documents (TR CU conformity certificate or declaration of conformity).
For cellular concrete building materials, conformity confirmation with EAEU technical regulations is required. Typically this is a declaration of conformity based on GOST standards. For AAC/ALC the relevant standards are GOST 31360-2007 (non-reinforced wall articles of cellular concrete) and GOST R 57344-2017 (reinforced wall panels of cellular concrete).
Customs clearance takes 1–3 working days after cargo arrival at the terminal with correct documents. Main delay causes: mismatch between invoice and packing list quantities, missing permissive documents, incorrect HS code, weight discrepancy. We recommend submitting documents to a customs broker 3–5 days before cargo arrival for pre-check.
Important: import duty for cellular concrete articles (HS 6810) is 0% (preferential EAEU rate), VAT — 20% (Russia) on customs value. Customs fee — 500–2000 RUB depending on cargo value. For Belarusian and Kazakh importers VAT rates differ (Belarus 20%, Kazakhstan 12%).
