Importing AAC/ALC to Turkmenistan: closed market, currency control and government procurement

Importing AAC/ALC to Turkmenistan: closed market, currency control and government procurement

Turkmenistan is one of the most closed economies in Central Asia, population about 6.5 million. Russian is widely used among the educated population and in government. The country has huge natural gas reserves, ensuring stable state revenues, but the domestic market is strictly regulated.

Tariffs and taxes. Import duty on AAC/ALC is 10–20% (one of the highest in the region). VAT is 15% (Turkmenistan standard rate). In addition, strict currency control applies: the importer must obtain Central Bank permission to convert manats to foreign currency for supplier payment. The currency license procedure can take several weeks and does not always guarantee success.

Certification and import control. Turkmenistan has a state standardization system. Import of building materials is subject to mandatory certification and sanitary-epidemiological conclusion. In addition, many product categories require an import license issued by the Ministry of Economy and Development. The import procedure is complex and bureaucratic, virtually impossible without a local agent.

Logistics routes. Main route: rail via Uzbekistan to Ashgabat, total from China 30–40 days. Alternative route: sea to Bandar Abbas (Iran) + rail through Iran to Turkmenistan, 35–45 days. Internal logistics in Turkmenistan is poorly developed, delivery to the final recipient may require additional effort. Important: transit through Uzbekistan and Iran involves additional fees and possible delays.

Market features. The Turkmen market is fully state-controlled. Private construction is virtually absent, all major projects are government-run (including large-scale construction of white-marble Ashgabat, Olympic facilities, residential districts). Procurement is through state tenders, in which only companies accredited in Turkmenistan can participate. Prices for building materials are maintained at a high level by the state. Recommendations: working in the Turkmen market is possible only through a reliable local agent who has connections in government structures and experience in tenders. Direct work is not recommended — it is virtually impossible due to bureaucratic barriers. Payment must be fully prepaid before shipment.
