Kazakhstan is Central Asia's largest economy and a member of the Eurasian Economic Union (EAEU). Importing AAC/ALC to Kazakhstan benefits from the unified EAEU tariff, but the country has its own standards system (ST RK) and customs regulations. Almaty and Astana (Nur-Sultan) are the two main consumer markets.
Tariffs and taxes. Import duty on AAC/ALC (HS 6810) is 0%, VAT is 12% (Kazakhstan rate is lower than Russia's 20%, an important advantage of the Kazakh market). The importer must be registered in Kazakhstan and declare the cargo through Kazakh customs (e.g., Almaty or Astana customs).
Certification. Kazakhstan uses GOST standards and its own national standards ST RK (Standart Respubliki Kazakhstan). For AAC/ALC, a declaration of conformity based on GOST 31360 and GOST R 57344 is required. Kazakhstan is relatively strict about quality control of imported building materials; we recommend preparing a complete quality document package (quality passport, factory test protocols, specification) before shipment.
Logistics routes. Kazakhstan is a key node of China's Belt and Road Initiative, logistics is well developed: (1) Sea to Lianyungang/Qingdao + rail via Kazakhstan (Dostyk/Altynkol border crossing), to Almaty 15–20 days, to Astana 18–22 days; (2) Direct rail container trains (Xi'an/Zhengzhou/Yiwu → Almaty/Astana), 12–18 days; (3) Road transport from Xinjiang (Khorgos/Alashankou border crossings) to Almaty, 5–7 days (suitable for urgent small batches).
Market features. Kazakhstan's construction market is growing rapidly, Almaty commercial real estate and Astana government projects drive high demand for AAC/ALC. Kazakh customers usually accept batches from 40ft containers, are price-sensitive but also value quality. Payment mainly T/T, large clients use L/C. Kazakhstan has a large Korean and Uyghur diaspora, some customers can communicate in Chinese.
