Belarus is a member of the Eurasian Economic Union (EAEU) together with Russia, Kazakhstan, Armenia and Kyrgyzstan, which means a unified customs territory and common tariff. However, importing AAC/ALC to Belarus has its specifics: the importer must be registered in Belarus and declare the cargo through Belarusian customs.
Tariffs and taxes. For AAC blocks (HS 6810.11) and ALC panels (6810.19), import duty is 0% (unified EAEU preferential rate). VAT is 20% (Belarus standard rate), tax base is the customs value of the cargo (usually equal to CIF price). Customs fee — 500–2000 Belarusian rubles depending on value.
Certification. Belarus uses the GOST standards system, as well as its own national standards STB (Standart Belarusi). For AAC/ALC, GOST 31360 (non-reinforced wall articles) and GOST R 57344 (reinforced wall panels) are applicable. The importer registers a declaration of conformity, which can be based on unified EAEU technical regulations or Belarusian national standards.
Logistics routes. Belarus has no direct sea access, main routes: (1) Sea to St. Petersburg (Russia) + rail/road to Belarus (Minsk), total 35–45 days; (2) Sea to Klaipeda (Lithuania) + road to Belarus, total 30–40 days; (3) Rail container trains from China via Russia to Belarus (Minsk/Kolyadichi), 18–25 days. The Klaipeda route is often faster and cheaper for deliveries to western Belarus.
Market features. Belarusian construction market is concentrated in Minsk and region, with a large share of government orders for housing and industrial projects. AAC/ALC materials are increasingly popular due to energy efficiency and fast installation. Belarusian customers usually order small batches (from one 20ft container), payment mainly T/T.
