Importing AAC/ALC to Tajikistan: closed market specifics and logistics via Uzbekistan

Importing AAC/ALC to Tajikistan: closed market specifics and logistics via Uzbekistan

Tajikistan is not an EAEU member, population about 10 million. Russian is widely used in business and among the educated population. The country's economy is heavily dependent on remittances from labor migrants (working mainly in Russia), which support demand for housing construction.

Tariffs and taxes. Import duty on AAC/ALC is 5–15% (rate depends on product category and available preferential agreements). VAT is 18% (Tajikistan standard rate). Customs value is determined by the transaction value method, but Tajik customs often apply control minimum prices that may be higher than the actual contract price. The importer must be registered in Tajikistan.

Certification. Tajikistan has a national standardization system TAJIKSTANDART. AAC/ALC requires a certificate of conformity. The procedure includes: filing an application, providing quality documents, testing samples in an accredited laboratory, issuing the certificate. Processing time — 3–5 weeks. Certificates issued in other countries are not automatically recognized, a confirmation procedure is required.

Logistics routes. Main route: rail via Uzbekistan to Dushanbe (Dushanbe-2 station), total from China 25–35 days. Alternative route: via Kyrgyzstan by road to Dushanbe, 20–30 days. For Khujand (northern Tajikistan, Fergana Valley), delivery via Uzbekistan or Kyrgyzstan by road is more convenient, 15–20 days. Important: transit through Uzbekistan requires additional permits and may involve border delays.

Market features. The Tajik market is characterized by high risks: currency instability (somoni), difficulties with currency conversion and transfer, bureaucratic barriers in customs clearance. Main demand — individual residential construction in Dushanbe and Khujand, financed by migrant remittances. There are virtually no large corporate customers. Recommendations: work only through a reliable local agent or distributor, require 100% prepayment or confirmed letter of credit, do not ship goods without full payment due to high non-payment risks.
