When importing building materials from China into the EAEU, certification is one of the most common sources of delays and extra costs. For AAC (aerated blocks) and ALC (reinforced panels) there is a specific conformity confirmation system.
Mandatory conformity confirmation. Cellular concrete articles fall under national standards conformity via declaration. Scheme: the importer registers a declaration of conformity based on own evidence (tests in an accredited EAEU laboratory).
Applicable standards. For AAC blocks — GOST 31360-2007 (updated to GOST 31360-2019 in Russia). For ALC panels — GOST R 57344-2017. Key controlled parameters: average density (classes B05–B07), compressive strength (classes A2.5–A5.0), dimensional deviations, moisture content.
Declaration scheme. The importer (legal entity or sole proprietor registered in the EAEU) submits an application to an accredited certification body. Attachments: copy of contract with Chinese manufacturer, product description (grade, density, strength), Chinese lab test protocols (not always accepted), EAEU lab test protocols (mandatory for schemes 3d/4d). Declaration validity — 1 to 5 years depending on scheme.
Common mistakes. (1) Trying to use Chinese ISO 9001 as EAEU conformity proof — it does not replace a declaration. (2) Batch declaration without specific manufacturer — customs may reject. (3) Tests only in Chinese lab without EAEU re-test — most schemes require tests on union territory. (4) Incorrect HS code — affects applicable certification requirements.
